They are called "Chibi Fairies"
Chibi Fairies are small beings that live on rainbows! It is said that on the arch of each rainbow is a small little village where these Chibi Fairies live. The rainbows will always travel to the areas that need them most, areas that were recently stormed on. They will then release a special powder from their pouches on their bellies to give off to the ruined area. This powder will gift the land with fortune, happiness, and love. After a rainbow fades away, they are either taking a break or going to fix another town. They store not only their magic powder, but also Fairy Dust. Fairy Dust is what they use to turn invisible, so when they fly over the areas they are curing with their powder, they will not be seen. Chibi Fairies are also big hoarders, and will take discarded items to store in their pouches as small little gifts. Nobody knows how deep their pouches are, some rumors say their pouches lead to small worlds that their items are kept in.
