As for rotating the canvas: on the toolbar in the upper left corner, the one that has all of the brushes and such, there is a button that says 'rotate canvas'. It is near the top of the toolbar and it's easy to miss unless you hover over it
It is the one under the gradient fill ((also, I've never heard of ChibiPaint XD; the only art programs I know how to use, somewhat, are Oekaki (which is the same as ChickenPaint I think), Sketchbook Express 2010, and SAI))
ChickenPaint gets easier to use the longer you use it ((and the more buttons you press, the more it starts to make sense; for example: I didn't think it was possible to select something and then change its size until I selected this very dragon's ears and clicked the 'edit' drop-down menu. I was going to see if I could just select the lineart, but instead of that I saw a very familiar and much appreciated word: 'Transform'. The transform tool can change the size of what you have selected, rotate it, and just be an artist's best friend in times of dire need to change something in the picture that just looks proportionally wrong rather than just by selecting the move tool and hoping that moving it slightly upwards or downwards fixes it (or, God forbid, redrawing it
