How can I improve?

{I have no idea how to 'sketch' I just used red and blue because that's what everyone else does.

How can I improve my human drawings, mostly the arms and hands. I can never get those to look right.

I didn't even both with eyes, I can never get those even.

Does the hair look ok?

this is very cute!
i think deciding what you need or want to improve on is your job as an artist. although, i can say, the one most important thing for improving art (at least to me) is figuring out what you don't draw a whole lot of what you want to improve at and targeting that thing and doing studies of it. references are also important to learn anatomy but they don't necessarily have to be pictures. for example, if you want to draw a hand, just look at your own hand and try to draw it as accurately as you can.
also, i think drawing face reference lines (look up some tutorials on it) could help you with your eye problem.
