I can remove the background and turn it to white, but I have no knowledge on how to make it transparent, so you'll have to do that.

To make an oekaki image transparent, you have to have no background layer active. Then, copy the image url. Near the end, there will be a bit that says auto&rev and you need to change this. Change to auto to png. Once it says png&rev instead of auto&rev it will be transparent.
