As humans turned to using nuclear energy, animals (namely rodents, wolves and goats) were exposed to the radiation in the air. They went on the have children with their genes not only scrambled but changed. Though it was initially predicted that these amalgamates would die out, they kept breeding until they turned into what we know today as Fallout nix.
