However, I'd like to know if there are any rules attached? Such as resale rules (just in case, I have no plans to resell of course as I am buying it because I like it), and revamp rules, as I may change the species/tweak a few aspects of the design if I buy it.

You may revamp the character yes. (Add hair or change the eye colour etc;) but don't change the design completely. And if you'd like to change the species go right ahead it's your character once you buy it.
