Can Dec. 18th releases effect rarity?

Yes, re-releases can affect a pet's rarity. A pet's rarity is determined by the number of that pet on active accounts, so if enough of a pet is re-released on Dec. 18th and goes into circulation, the pet's rarity can go down.

Also a lot of previously inactive accounts come back on to get their 18th pets, so generally rarities do fluctuate around that time. Last year the UR malk went from OMG so rare to very rare, but it went back up in July. ^^
