Step 1 - Have eye lines
Step 2 - Color in the whites of the eyes, you can't see it here but I did
Step 3 - Color in the base color of the eye
Step 4 - Add shading around the outside
Step 5 - Dodge tool the center of light in the eye
Step 6 - Add the pupil, I normally use a darker shade of the original eye color.
Step 7 - Burn the pupil and around the edges (you can't really see a difference, works better on lighter eyes)
Step 8 - Add the white highlight points, the streak from the whites of the eye and two dots where the light is shining from
Step 9 - You have eyes
