Reptile/Bird Creature for a comic

Unknown name for the moment but reptile head legs and body.
Arms are batlike with feather/skin like coverings long tail feathers and two short ones.
Frill is made of feathers that are more quill then feathers and sharp and sturdy with bone like material.
