this dude is called Cardmaster, or 52 Pickup.
He has 4 eyes, but almost always only 2 of them are open.
His 'call card'/summoning method is to take the two jokers of the deck and splice them together.
When completing a job, all four eyes are open.

He's known to swindle passerby by getting them to play a round of cards. Or many, many rounds.
