That's probably because scratch boards are not allowed anymore. D: Every time I see one, they are always locked by a mod with "scratch boards are not allowed" or similar. Probably because it spammed up the editable Oekaki too much, and anyone can very easily make their own. Hopefully that answers your question on wondering why they're not seen anymore. c:
