Celestion was the mother of all Eevee's and their evolutions. An Eevee evolution goddess, that's what Arceus made her to be. She was the beginning of the Eevee chain. Of course, she was the one who gave birth to Sylveon, Flareon, Jolteon, Vaporeon, Leafeon, Glaceon, Espeon, Umbreon, and Eevee.
