Morganna is her name. Though Morgana is a name that instantly says 'evil witch,' in most people's minds, that is not the case. This Morgana is simply a sly little trickster who likes to play pranks on others.
Gender;
She is a female! Did her name not tell you that?
Reason for eye glowing;
Morganna practices magic. She gives her eyes that very wispy look for a simple special effect, so to say. They hold peoples' attention and distract opponents when needed. She can also intensify or dim the glow of said wisps, or even make them vanish completely, though she rarely ever actually does that.

Username; I am TheMiniApocalypse, but you can call me Mini for short.
Name; I think I'll name this snazzy Monie Hunter, because it send like a fitting name for a ghost like creature.
Gender; This Monie will be Male.
Reason for eye glowing; Hunter was cursed as a young Monie. This curse made him able to see ghosts- or dead things. This makes him extremely schizophrenic, and it's hard for him to tell the living from the dead. Hunter's eyes also glow because this curse is also a blessing, he is able to use dark magic. Witchcraft as most put it, though he doesn't use it for good.
