Here's how the strike system works: If you, or in that case, ANYONE is caught breaking a rule will have one strike. If you have one strike you can still post and everything, just no adopting until it goes away. If the artist allows reserving then you may reserve one. BUT, if you have 3 strikes (or did art theft, etc.), you can not post/adopt.
