I didn't see much need to outline the whole thing... (I don't know why you beat yourself up...)

I did notice a few things.

The jaw is very distinctive and should rise a little bit more on both sides.
There should be 2 ears... c:
Also, the muzzle tip isn't square like that, and actually goes down a bit.
The chin also draws a line to the mouth, since horse lips are bulgy
And I added a few bone lines/marks that show out
The circle with the stuff is really needed, as it's actually smooth there

What I liked:
I really loved the eye. I'm horrible at eyes, so that was very impressive.
The mane: It was a bit scruffy, but it is more realistic looking
