This is a palomino horse- a horse with the base coat of chestnut (ee) and the cream gene. The cream gene is dominant, but acts differently depending how it appears. Palomino is chestnut + 1 cream gene, whereas if it was 2 cream genes, that would be a cremello horse.
The blue eye is called a wall eye, and usually does not mean the horse is blind in that eye (but they can be). Wall eyes often appear as a result of lots of white pigment around the eye, like a blaze.
