We really do need things to be more consistent and centralized. It might take a lot of work, but if the rules can all be put in one place, AND the mods could get together and agree outright on what steps should be taken in case each rule is broken and add that to the new rule index, that would make things far less confusing.
As someone else stated, they had been waiting for a resolution as per a help ticket they sent because of two moderators handling a situation differently. Sending in a help ticket is not always efficient since mods often have to sift through so many; it would be better to agree upon these things beforehand. It might even reduce the load of help tickets that are sent in for this reason.
Think of what you see in a lot of other message boards --- "No spamming (3 day mute)" and such. I've noticed that this is common on a lot of boards, but is missing from CS, and I never quite understood why.
