You have to buy the $70 package to be able to transfer micros that were made before micros were turned into an open species.
Your micro does count as an "older micro", but you still need to buy the $70 package.

As far as I know only Qual and Pando are allowed to add people to the lines.
Like, other users technically can, but I'm p sure you need to go through them/another staff member first.
