First of all, you shouldn't have needed to pay anything, the customs are free. Second, yes you may PM the artist because that is an unusual length of absence.

Don't be afraid to PM any artist, if they are rude you can tell Quil, Dark, or ask another artist for help, and payments aren't needed c:
