I'm going to make it Valentine's Day based. So you post a snowball. Someone quotes it and says, "I want to throw it at ____." They have to be willing to throw it. Inside the snowball, there will be a sweethart of a certain color or sourcream. Each colored sweethart equates to a the person gaining a certain number of carnival tickets, depending on the color. Sourcream makes the person give up a certain number of tickets. The person who catches the snowball could choose to open it, or they could choose to throw it to someone else. With their carnival tickets, they could play games you decide on. Make sense? Need me to break it down in a step by step list?
