this chicoon does not have Minor fur edits(UC) (texture) but rather major fur edits (R) (amount of fur)
To fix this there needs to be some amount of fur visible in the spots chicoons normally have fur, if the fur is sleeked down then the reference to represent that.
This chicoon doesn't have an unapproved cover/layer
not denied for this but: Powers/abilities(R) doesn't seem to be represented in the reference- i recommend having it stated or something similar so it doesn't get forgotten in breedings/during drawings

Chicoon fish-tails need to be visibly fluffy since fins are a banned trait. the only exception to not need fur so far is water-tail or parasite chicoons.

you've included a lot of proof but... there is no mention of the chicoon ID in your conversations, nor an image for us to know what chicoon you're talking about-
To clarify;
we dont need to see the finished art, discussion of art, cs trade, or whatever you're giving (or getting from) the other person, we need a screenshot of both users confirming the ownership of [chicoonID] (or image) is going from [userid1] to [userid2]
Using the name of a chicoon doesn't work because anyone can change the name of their chicoon at any time without any extra updating, we dont moderate or keep track of names.

This chicoon appears to have "fang" edit (missing), minor wing edit (larger), NR Size/Height (smaller/short), and iris shape (large)
While the sparkles/particles can be applied to the horns' sparkles, the floating food does not look like particles or food-shaped sparkles, and look like floating food aka powers/abilities instead.
