@Animals, huh, I knew about the Sunstar situation but I haven't read AVoS so I didn't know that returning lives to Starclan was actually a thing in the books. Good to know c:
I think South would be willing to give up his lives but maybe he and Stream weren't thinking clearly at the time and forgot all about it before she banished him. @Pawprints, what do you think of Stream banishing South before she goes to receive her lives, like right after the gathering, and so they never have a chance to discuss or even think about the fact that South still has all of his--or maybe just don't know that it would impede Stream from receiving hers? Then when she only receives two, she's like oh crap and that's when she declares South a wanted man? If you think that's all in character for her of course.
