My wonderful but devious idea;;
Since Hotaru is of course evil, after having a run in with him of a couple Fairy Tail members & Lamia Scale, he goes off and creates a dark guild as one of his 'experiments' and the guild starts causing troubles around Fiore... Maybe even kidnapping a guild member... kukuku
