Wow the plot is going great!, I'm mostly mind blank about plots so sorry I can't be of any help.
The bittercold idea sounds great though!

That would be an effective coercive measure- That Winds of Despair effect the Bittercold has would prey on a despairing pokemon and pretty much bring them down to the point of total submission, and if Darkrai were to use that to enforce his power over them, it'd instill enough fear to get them to fight loyally. That's not even considering the theory that the Bittercold is like Super's Dark Matter, which could take total control over pokemon with even a twinge of bad emotions in their heart, EVEN legendaries like Yveltal- if that were factored in the Bittercold shard could possibly used to directly influence pokemon that waver in hope, including (to make it far, to a lesser effect) opposing legendaries and mythicals? That's just theoretical though, just using it as a weapon to enforce control is strong, I'd say.

Agreed on it hard to be subtle... Darkrai would probably need to gain that fragment midway through the rp plot, for there to be a significant build up to that point. The main group being formed could be prior to that though- Darkrai could tempt them to his side and plot along with them, if he had some good persuasive skills. The rogue group could probably have multiple motivations depending on each member, or perhaps it cold once again echo GTI, with them being loyal to one or a few leaders, who might be directly manipulated by a main big bad, like Munna's gang in a sort?

Ah, I like the idea of it echoing Munna's gang. A slightly twisted take on the whole 'history repeats itself' thing. The leader/s having either been manipulated, flat out controlled, or having just reached the breaking point and joining Darkrai, and a group following them instead of them being loyal to Darkrai himself. Though of course that may change once Darkrai gains the fragment of the Bittercold.

Oh man, there's a reason Dark Matter took so much effort to beat. Having the Bittercold be similar could really make the villain team overpowered. Definitely compelling, but still overpowered, I'd say.

I agree with pretty much everything else tbh, though obviously everyone else has to agree, Riku has the final say, etc. Mostly I just love loyal-to-their-own villains :V

Oof, true... perhaps just making it so the Winds of Despair are used to subjugate people to Darkrai's side via subduing their will rather than outright mind controlling them would even it out somewhat. With it being just a broken off piece, it'd be less strong to the point that perhaps legendaries could resist it, and the lake trio (Uxie, Mespirit, Azelf) could have a hand in nullifying its effects at a critical point, considering their connection to well, the mind? (knowledge that you can overcome challenges can inspire hope, hope can come from emotions of empowerment and courage, a strong sense of will could keep you from backing down) Maybe they'd be able to directly counter the Winds of Despair phenomena, which would put them at risk to be targets for Darkrai to go after... Which kind of mirrors the whole thing with them being in danger for their time gears in PMD2 a tad, haha.

We'd have to hear Riku's decision on it, but I think this is pretty got plottage for the big bads.

Im in CST and Im on quite a bit throughout the day unless something comes up. As my siggy says, I have a son so sometimes stuff comes up and I have to quick tend to things but Ill try to reply as fast as I can. And I can't always stay up super late either, midnight is about how far I can push it most of the time.
