I have three different roleplays plots and I would like member help deciding on which one I should use. Should I post a whole new topic or use one of the existing ones?

Use the Advertise your group roleplay thread and get members to PM you with which plot they're interested in. Once you've decided and made your thread you can create a discussion thread here to discuss the details of the plot with members :3

Would it be okay if I post something called "Cinder's Notes" for a Pokemon Mystery Dungeon role-play where there are descriptions of the different dungeons that were discovered so far which users can look at if they are going to one of those dungeons, or should it be posted in a different forum?

I think that would be better placed in the roleplay topic itself, or if you make a discussion thread for the roleplay you can put it there as well.

hi! i would like to make a topic in this forum to show other people how to make "role-play forms" [ ex, name, gender, age, etc. ] - but from making a basic form to very complex form, and how to "pretty up" the forms.

i have seen a few threads that cover the basics, but i would like to go into detail and make the thread just about making forms.

would it be okay if i created a topic like this?

It sounds like it would be best to ask for someone to roleplay with that could help you improve using the 1x1 search thread, and once you've found them make a thread in the 1x1 and Invite Only board (you can discuss the finer points of your arrangement in PM before making your thread). You may not roleplay on threads in this board.
