Appearance: Senegal stands at 6'1" with broad shoulders and an imposing frame, but she's only intimidating until your eyes reach her motherly face. She wears a warm smile that reaches her dark russet-brown eyes. Wrinkles that trace her smile-lines have begun to form, and grey streaks are appearing in her dark hair. Despite this and the lack of sunlight underground, Senegal's complexion maintains a healthy golden hue. She also has a deep voice, both powerful and soothing - it can fill a room or lull children to sleep with soft lullabies.
Personality: Senegal is truly a gentle giant. She holds a genuine, altruistic love for all living things; people have even observed her comforting the cricket farm before the harvest. Her unconditional kindness was the deciding factor that made her High Councillor. The Uprising elected her because Delra's future seemed bleak at the time. Only a compassionate leader could restore faith to the rebels and rekindle their hope in a better future, one led with justice and not tyranny.
Family: She is married to Oakley Kailen, the currently-elected Councillor of Education. They have two beautiful children, ten-year-old Sycamore and nine-year-old Sorrel. Mum is sometimes seen cooing over them. She also 'adopts' all orphaned rebels and treats them like her own, beloved babies.

Appearance: Oakley used to receive suspicious looks because of his appearance, which somewhat resembled the Delran Emperor. The combination of dark brown hair and vivid green eyes seemed troubling in particular, rare in the general population but common to the royal family. His size also adds to the uncanny resemblance. He stands at 6'1", only two inches off from the towering tyrant, and both leaders share a broad frame. The rumors have mostly calmed down nowadays, though.
Personality: The Councillor of Education has a patient demeanor. He's not one to scold children; he prefers them to learn from experience and role modelling. Oftentimes he allows others to make mistakes so they can experience the consequences of their actions. However, Oakley won't put them in genuine danger. His immediate instinct is to rescue and protect anyone in need.
Oakley started working in early education, teaching babies to walk and talk. He moved up year after year. Eighteen years later, he was teaching those same babies he'd cared for in the nursery. He truly cared for his students like they were his kids. This dedication got him elected to the Council.
Family: He is the High Councillor's husband. Their children, Sycamore and Sorrel Jin, are incredibly well-behaved despite their busy parents. They aren't their only children, though. Senegal has a habit of adopting everyone who needs love - so Oakley's become "dad" to so many rebels that he's lost count.

EVELINA GARDENER

Appearance: Evelina stands at 5'4" with a graceful look to her. Other rebels hold the consensus that she's the most attractive on Council. Maybe it's her satiny brown skin or her pearly smile. Maybe it's her dark, silk-like hair that she keeps in a single braid. Maybe it's her dark olive eyes, framed by a pair of elegant glasses. Evelina knows the truth, though. The other Councillors are in their late forties to early sixties. At only twenty-five, she still has that youthful spark.
Personality: Evelina is remarkably polite and gracious, always considering others' feelings before making a decision. Because of the age-gap between her and the rest of Council, she considers herself the 'first Councillor of the next generation'. She wants to be a role model to others who will undoubtedly follow.
Although her outward kindness is genuine, Evelina hides tremendous inner stress. She acts like everything is under control, but secretly she's just afraid to talk to others. Evelina understands everyone has struggles in their lives, so she fears burdening them additionally with her own issues.
Family: Evelina has a close relationship with her father, Haden Gardener. When she was nine years old, her mother was caught and executed for treason. High Councillor Senegal immediately became her new 'mother' and has nurtured her ever since. Evelina finds it comforting, though a little embarrassing.

AURELIA BAKER

Ability: None, due to the Delran implant.
Appearance: Wrinkles from tight scowls and the angry furrowing of brows have gradually seared themselves across the elderly Councillor's face. Her once-fiery auburn hair has begun to dull with time. However, her ramrod straight posture has prevented age from stealing much of her height. She still stands around 5'6" as she did in her youth. Her eyes are sharp and blue, cold with the calculating attitude of an icy woman. Aurelia's smiles are rare, genuine ones far more so.
Personality: The eldest Councillor is also the crankiest. She's an ill-tempered old woman who doesn't take kindly to certain attitudes. Sure, she becomes irritated with bratty kids and rude teenagers, but what she truly detests is passive-aggressiveness from people of any age. Pettiness and bottling up feelings is cowardice in her eyes. She prefers those who speak their minds and don't waste time dancing around an issue. Aurelia is highly straightforward and expresses herself with honest words - and sometimes an honest slap on your knuckles with a ruler.
Family: She has two younger siblings, twins who are nearly fifty-nine years old. Aubrey conducts a train in Delra, and Audrey is a secretary for a business. Because of their trusted and non-threatening positions, they are able to overhear information that regular spies can't.

Appearance: Watson stands at 5'8" but often looks shorter because of his hunchback. He is constantly stooped over to tinker with his weird contraptions. Although he grooms his brown hair neat in the morning, it always explodes during a work day. His bright brown eyes constantly dance with youthful excitement even though he's nearly fifty. Watson's constant grin shows he doesn't give a care.
Personality: Honestly, Watson never intended to become some administrator position. He was perfectly fine, tinkering away at random doohickeys and gadgets of his own invention. Upbeat and perky, it seems there's never a dull mood with this dreamer. He's determined enough to try anything. Once he built a mechanical leg-brace for his handicapped spouse, but it blew up violently when he tried adding rocket propulsion. Good thing it wasn't on anyone's leg.
Family: His spouse, Araza Jin, is related to Senegal herself - and it shows. Intimidating in appearance but kind of heart, Araza has taken up educating new recruits in Delran politics. They were born with a weak right leg which prevents them from ever running, but they hold a positive attitude nevertheless. One of their favorite students was Naevys, who fought through a debilitating leg injury.
Their thirteen-year-old son Rowan works in the health ward with his new healing abilities. Nine-year-old Anise is training hard already.
