CS is an English speaking site except for the international board. We cannot moderate posts in other languages so that would not be allowed.

If you want to develop interest in a roleplay before you create it I suggest still using the advertise your group roleplay thread. You don't need to have the actual topic yet to post - you can just mention your idea and ask people to PM you to help you develop your roleplay and get it started.

Quick question - I read that in the rules it's listed that only characters at/over 18 can become pregnant during an RP. Suppose I have a male character who is 17, can he impregnate someone who is at/over 18 (no major age difference, just a year or two between his partner) despite being a year under 18 himself?

As long as the relationship is not breaking any laws and the character becoming pregnant is over 18 that should be fine. Please remember that you must time-skip all inappropriate scenes. In the future it's best to ask questions like this in a help ticket. (:
