As you might have read, you need to be around an authoritative figure. the only way to use your powers without an authoritative figure is to enter a request, and that request can either be granted, or denied. If denied, then you won't be able to use the certain power you asked permission to use. We have magical sensors everywhere, and will be able to tell when anyone uses their power, no matter if its within the mind or body of a person."

selene walked carefully out of the library, after checking out the book, and fixed the strand of star hair. She put it behind her ear. as she looked at the halls, she noticed Julian Greene... Not knowing who he was, she started to walk down the hall, passing Julian.
