(It was also a Ranger Net mission in Shadows of Almia, it's a Riolu that can use Aura Sphere, but they never explained why it could. I think it was because he was trained to do it. He grew up in a place called Lucario Kingdom, so that might have something to do with it. Here's the Bulbapedia page on it )
