I wanna know if you can and how do you make a topic with your posts in it already (when you sumbit it), without making it a WIP.

You mean that you want to set a a new topic that already has some posts in it when you click submit? I don't think you can do that.

You can always save a new thread as a draft and do each post that way. Then, when you are ready - just copy and paste each post from your drafts.
