I'm confused on how to properly private message users, but I read that I first have to post a forum.

I'm hoping this will simply fix my issue. This is a new account and all, so that could also be why.

Hello and welcome to CS! :)

When users first register, they have limited communication privileges until their first forum post is approved by a moderator. This is in place to avoid bots and spammers wreaking havoc. Now that your post has been approved, you should be able to send private messages without any trouble!
