Most art programs for PCs will have an option to resize images in them, and those will allow you to control the quality of the image yourself. Just keep in mind that any kind of resizing tends to cause some quality loss on its own. The file type will also impact this (for example, jpeg add compression which will result in some quality loss).
Other than that, as far as I know nearly any image uploading site will have resize options. I don't use any upload sites myself so I'm not sure whats the best place to use right now, but just searching online for places to upload images should give plenty of results.
