Question about adopt pets?

I see I can adopt pets made by people but are they made by mods? If not can I make adopts? If not I know I can't make them (go to the adopt page and I am not forcing this)

Are you talking about the pets under the "Adopt" tab at the top of every page? If so, then only the official site artists and staff make the site's pets.

If you're talking about User-made adoptable pets/characters (UMAs), then you are free to make your own pets here!
