why is there rare pets in halloween 2020?

Wondering this cause I predicted that banner pets (and possibly ones from boxes) have a small chance of getting a rare pet. I participated last year, but I didn't get any. also when i was in archives, i've seen a few rare pets that possibly was given during the event. I'm doing all of this just so I can try to get every single pet this year. ovo

Most token pets will gain a rare tag after the event because they require some effort to get. Depending on how popular a token pet is, it may end up being uncommon instead because of how many are adopted, but for the most part they're at least rare. Some banner pets ended up rare because they were more elusive.
