20 Missing Pets

I was adopting the Staff Litter today, and I stuck all 45 of them into the 2018 September Staff Litter Group. Then I created a 2018 September Staff Pet Nursery Group, selected all 20 pets on the first page, and moved them there. But when I went back to the previous group, Staff Pet Nursery had 0 pets in it. I can't find those 20 dogs anywhere, and I can't adopt any more. Is this a bug, or am I just not seeing them?

You currently have two groups for staff pet nursery; this with 25 and this with 20

What I can't figure out is how the second one appeared in the right place in the list. Although I was probably just looking in the wrong place.
