Question about PPS pets

Hi, I just had a quick question because I have always wondered and never been able to find an answer
Some pets that never grow up are called PPS but some are not marked, is there a reason as to why? Thanks

Most are marking with PPS, but pets that were never growing to begin with are not marked with PPS (basically the idea is that since they can't have stopped growing, since they were never growing). Its usually only happens with event pets or pets released for celebrations, since monthly pets normally get the PPS marking anyway.
