Problem!

When I go to the pound (when its open) it never has any pets! I check back every minute and its still like that!

Does it say: Sorry, there are no pets available for adoption from the pound right now. Check back later.. 
That means all the pets have been adopted so it's closing/closed.

Nope. I know its open though cause it doesn't say closed at the bottem.

That's not what the pound says.
The pound says on the last line that it is closed but it will open within a day. It always says that. When it is about to open, it will tell you.
It opens at random times so users in every timezone have an equal chance of getting into the pound.
