Thanks for this guide! I knew that COPPA'D people couldn't post, but I had no idea what it stood for.

Yes, they are allowed to post only on the Oekaki.

I'm assuming COPPA doesn't apply in the UK? Because if it doesn't, my friend 'bluefizz' shouldn't be COPPA'd...

COPPA doesn't apply to other countries, no, but sometimes people from other countries are accidentally put under coppa. They can email help@chickensmoothie.com or use the help system to get help.

Actually there's two quotes explaining it at the top of the topic;
