So if your under 13 and live in the USA you can be a coppa? What about the UK? And the other countrys???

COPPA only applies to US residents.

Wow thanks this made everything much clearer! I heard a couple talking about COPPA'D users on CS and I was like wth are they talking about? This has made everything clearer. Thankfully its only in USA and not where I live lol

Well, I have a question about this.. One of my friends, Twilight-Skys, is a COPPA'd user, but I am not.. How can that be? And when Twilly was figuring out how she could send me a message, I sent her a trade that said to cancel it. When she did, I found out that she was a COPPA'D user. When I sent the trade, I could still see the names of the pets that she had named.. (sorry if that didn't make any sense at all..)

I guess my real question is.. How can a COPPA'D user not be COPPA'D anymore?

She was never COPPA'd. What happened was that she had yet to make her first post. Someone's first post must be approved by a mod before they can respond to trades, send messages or post. That's why it looked like she was a COPPA, because she couldn't reply. But she wasn't COPPA'd, it was only because she hadn't made her first post yet. Understand?

That's because she couldn't write you a message yet because her first post hadn't been approved yet.
