Text or image? A text border is easier to edit as far as size and color go because there is no image host saving necessary. But an image border takes up less code space and looks the same on every browser. Use the text borders from the borders and images section of the Image Manipulation post, or make an image one in pixlr by adjusting the canvas to the size you want and then using the paint bucket to color the whole space.

Nope. Some website has to hold it for you so that it has a url.
