It has to be a bug, because I can't send trade messages either, and there's absolutely no reason I should've been COPPA'd.

If you state that you're under the age of 13 on the forums, your communications (PMs, posting, etc.) will be disabled as it is against the law in the US for kids under that age to give away personal information on a forum without a parental permission slip, as far as I know. If you haven't said that you were under thirteen, you will not be COPPA'd (if you were COPPA'd, then you wouldn't be able to post on the forums).
