Creating Pets?

How do you create pets like this. Do you hand draw them, or do you use a type of software/program? I would like to know so I could experiment.... Help?

Check the FAQ page to see how Tess makes her adoptables, but there are several ways to make them. I use the GIMP, whereas some people simply use Paint or scan hand drawn pictures.
