for the player who runs the pound, pound i pressed on them and they have TONS of 08's and such why doesnt the pound ever show these anymore?

I'm not sure, but I think they do occasionaly, but it's just luck with the openings and stuff. Most of the pets they have are recent ones, because not many people will give up 08 VRs for free, hence they have collections of them, adding a couple in at a time for those few lucky people who can snatch them up.

As I said, I'm not sure, but that's how I always thought it worked.

yes i understand that but some people get banned from rule breaking and such and their pets get confinscated to the pound

When the pound opens, if you're there early enough, you might see a few pets that are rare or are on your wishlist. They earlier you show up, the more valuable pets are still available. I have never gotten a rare 08 pet but I have seen them. I wasn't fast enough to get it though

If the pound gave out a lot of '08s all the time, soon there wouldn't be any left. Usually there are a few with each pound opening, which makes sense because there are way more commons and very commons in the pound so those ought to make up the majority of each opening, not very rares.

then it would be super rare to find very rares and higher?

Yes. It wouldn't make sense for very rares to be common in the pound.
