was trading USD for art always allowed?

Heya, I'm a returning player and I remember never ever seeing any art, characters, goods, services, ect. Being put on offer as USD, not as a payment option, and certainly not the only payment option.
It's kinda wild to see. Was this always allowed or a newer change? How are these sales managed by admins to keep kids on the site safe?

    Technically, no you are not allowed to sell your art on Chicken Smoothie for real currency. However, if you chose to do so, all discussion of it must be discussed off-site.

    Site and Forum Rules > Art Rules > Selling Your Art/Designs > Selling/buying art for real money or shipping artwork to another player
    You are not allowed to sell your artwork on Chicken Smoothie for real money. However, you are allowed to link users to another site to arrange specific commissions there at your own risk.


    Art Shop/Trading Rules
    Your art shop must accept CS payment. You may list other options aswell but if you do not accept CS pets, items or C$ for your art then your shop does not belong here. Commissions for real money may not be discussed on CS (this includes PMs). These need to be directed off-site but keep in mind that sharing emails or linking to sites where personal information is easily found is not allowed. Things from Animal Jam may never be a payment option on CS.

The ones you are probably seeing are the Oekaki ones, which apparently follow different rules

To clarify, on oekaki we do allow users to sell their artwork made on the oekaki program for USD/real money (provided all discussion of this happens offsite). It's considered off-topic to advertise artwork only for USD on CS so we ask users on the non-oekaki art forums to ensure they have a CS-based payment option available at all times as well. It is considered on-topic if you use our oekaki program to create artwork to then sell, so we allow users to ask for USD only if they wish, but only if the artwork was made on oekaki.
