If this is the user linked in your signature, then they are not currently COPPA’d. All new accounts (including anyone that hasn’t posted on the forums yet) must go through a post approval process to prove they’re not bots or trolls. Their posts will have to be approved for a bit, but eventually it goes away and they’ll be able to post, send PMs, and include trade messages as normal.
