i think my pms are broken?

i had the "allow users to send you private messages" setting set to "off" for a few years when i first joined this site. recently i set it back on for art commissions and such, but it seems users still aren't able to message me unless i have them registered as a friend? i can send pms just fine to anybody. i had a friend test it out for me to make sure and it got this error message:

Some users couldn’t be added as they have disabled private message receipt.

i've tried turning it off + on again but that didn't work. does anybody else have this problem ???

There are actually two different places that PMs can be restricted, on your board preferences and in your friend/foe settings;
Forum/ucp.php?i=168

Make sure that under 'PM Filtering' one of the top two options are selected ^^
