People who know each other irl cannot merge, because you can already share accounts without anyone knowing.
Every merge so far on CS is the trust between online friends, this is why it has to be seriously thought about and approved.

Tess said it's because you can already play together easily enough without merging, or something like that.
At any rate, it's only people you don't know in real life that you can merge with.
