I just clicked the thinking treat thing and got this pet? Does it just randomly appear? If so, how rarely?

That's something referred to as a banner pet !
The chances of coming across one aren't released to the players, but it's pretty rare.
There's a chance you get one every time you click on that get your treat banner at the bottom of a page!
