Sometimes if the Oekaki half-loads and gets stuck, your browser saves that broken copy of the Oekaki and uses it again next time. You can solve that by emptying your browser's cache. Click on Tools, then Clear Browsing Data. Tick just "empty the cache" and then click "clear browsing data". Then try out the Oekaki again.
If that doesn't work, you might just need to use Internet Explorer instead.
