Here they are! Guessing Arcaii cut out the thieviness for the most part, though, which makes sense. I went overboard on it, like they stole for every single meal they've ever had...

Positive/Neutral Traits:
Mist is an enthusiastic cat, eager to jump into planning a thievery, whether from cat or twoleg. She is skilled at planning these, which is what she and her brother do to survive, and thinking on the spot especially in persuasion, which is useful for stealing from other cats.
Negative Traits:
Mist's streetwise abilities have costed her in a way. She is lacking sympathy towards other cats, not caring much if they'll likely die from starvation if stolen from. Mist's scarred foot is problematic, as it causes her to favor it slightly as to avoid stepping on anything that would reopen the scar, so she's less agile than she could be.
Backstory:
Mist and Storm were born to a rogue named Dawn. After three moons, Dawn was eager to kick them out of the part of the city they lived in, claiming they costed her too much food. They hadn't been properly taught to find food themselves, so they didn't do well, only surviving due to some twolegs that took pity and gave them some spare meat scraps. Dawn was the faster of the two to adapt, and the first to think of stealing food. At first, they didn't do so well, but after a while Dawn was great at planning thefts and persuading victims and Storm was skilled at sneaking around. In one of the earlier thefts, Dawn narrowly escaped and stepped on a piece of glass, which caused her to be unable to steal for a while, but Storm supplied her with enough food to live. Now that they are much more skilled, they easily steal enough food to survive and get away without as many problems.

Positive/Neutral Traits:
Storm is much more sympathetic than his sister, "Too much like his father" as said by his mother. He's hardened enough to survive the streets, however, considering his softness balancing out with Mist's personality. Storm is excellent at stealth, having practiced it for quite a while and his dark gray coat being pretty good for blending in. He knows when to be quiet, valuable for being around Mist. Instead, if he disagrees with her in a theft, he might sneak away when Mist's not watching and try to get something to give back.
Negative Traits:
If his own, Storm might be too soft for the city. He doesn't act as desperately as most rouges, avoiding stealing from those who'll likely starve without the food they have and is more easily intimidated into giving up food without a fight or even a chase, particularly if outnumbered. He also isn't great at making careful, well thought out plans, especially since he's relied on them from his sister.
Backstory [Besides what's already been mentioned]
When Dawn kicked him and his sister out, Storm was more hesitant to leave, causing Dawn to lash out in frustration, which led to the scar on his cheek. Storm might became much harder then he has, but a few things prevented him from doing so. The first was when Dawn had gotten glass in her foot, Storm had to take care of finding food, which meant being merciful to her instead of ditching her, and this mercy had rewarded him in the long run. The second was later, when they stole food from a starving rogue when they hadn't even needed the food as desperately. A few days later, he saw the same rogue's body in the street, the cause of death almost certainly starvation, which Storm felt guilty for. These both contributed to Storm sticking to his compassionate personality instead of leaving it for a tougher, less merciful personality.

They were actually a pretty good submission. I tweaked Mist's character a little (sorry), but they were perfect for an interaction tutorial.
